Restore people first, not just towers.
The same tower inventory that scores HARDEN, pointed at NADMA's live disaster feed: every cell site within reach of an active flood or landslide zone, ranked by the people displaced — a victim-led restore-first queue for the NOC. The feed only advances during the northeast monsoon, so this replays the December-2025 peak.
Restore-first — victim-led district queue
Ranked by people displaced (victims, then evacuation centres). Aggregates only — site coordinates and operator inventory stay off the wire.
Operator exposure
Sites inside active zones, by operator — who has the most to lose.
Why this matters
HARDEN says which districts to fortify before the monsoon; this queue says which to revive during it. In Pahang they agree: Kuantan tops both — static exposure scoring and the live feed converge on the same belt, on independent data paths.
