Where Jendela 2's first 1,000 sites should go

MCMC has split the first batch of Jendela 2 — 1,000 new sites, the opening tranche of 2,700 — by region: 35.2% to Sabah, 33.7% to Sarawak and 31.1% to the Peninsula. No site list has been published. We ranked all 7,748 polling districts by how many people live without 4G, weighted by flood and landslide exposure, and asked where the worst of them are.

MCMC's split against where the need is

On a count of districts the batch is close to fair: of the 1,000 worst, 31% are in Sabah, 30% in Sarawak and 39% in the Peninsula. Weighted by the people living in them, Sabah's districts are larger and its share rises to 42%, while the Peninsula's falls to 27%. Narrow the view to the very worst and the gap widens.

What the split means for sequencing

91 of the 100 worst-covered districts are in Borneo and 9 are in the Peninsula. MCMC's regional quota sends 311 of the 1,000 sites to the Peninsula. That is defensible across the whole batch, but it only reaches the worst districts first if MCMC builds in order of severity rather than filling each region's quota in parallel. The ranking below is that order.

The 100 worst districts

Ranked by EXTEND: people in the part of the district without 4G, weighted by flood and landslide risk. Open a state in the state explorer to see any of them on the map.

What this does not say

  • A district is not a site. One tower can serve several small districts, and a large rural district may need more than one. This ranks where the need is, not how many towers it takes.
  • EXTEND is our scoring, not MCMC's criterion. MCMC has not published how it chose its split. The formula is on the methodology page.
  • Coverage is as of August 2025. Sites built since then are not reflected, and 5G is not in the open JENDELA tiles at all.
